- Scroll to page 51. I assumed that reserves were under federal guidelines; apparently each reserve may (or may not) follow provincial regulations, federal guidelines, or their own internal policy. In any case, it doesn’t look like this will fix anything.

- Report on Kingston’s economy. Not surprising. As mentioned by Bill Hughes, Kingston is more of a government town than Ottawa. When times are good, we lag. When times are bad, we ride it out.
